Many proposals are designed to leave “open” the opportunity for extra work, which to the contractor will be obvious that additional work will be required, but the client will not know, due to lack of experience, therefore not telling the contractor, therefore having to pay for it later, often at a higher cost due to the immediate solution needed.
Many proposals are designed to “blame it on the client” in case something does not go according to plan, to the usual plan used [verbal ‘contracts’].
